Subject: | Co-Sponsorship: Capping the fees for obtaining electronic medical records |
For over 30 years, patients and their patient designee have relied on the Pennsylvania Medical Records Act to obtain a paper copy of their medical records. In modern times, most medical records are no longer stored in paper format and are now primarily stored electronically. Since 2017, it is estimated that forty-six percent of all requests for medical records are fulfilled through electronic means according to the Medical Group Management Association. Obtaining medical records on paper proved costly, time consuming, and raised a host of other logistical issues. To reduce the costs associated with obtaining these medical records, we plan to introduce legislation that will amend 42 Pa.C.S. §6152 by adding a section that will cap the costs of obtaining electronic medical records. As Legislators, we owe a duty to our constituencies to enact laws that will effect changes that makes their lives simpler.
