Subject: Electronic Receipts of Light Fuel Oil Deliveries
 
Although Pennsylvania utilities are authorized to use electronic billing, light fuel oil delivery vendors are required to produce a printed delivery ticket. The law states that all deliveries of light fuel oils must be accompanied by a “meter-printed delivery ticket.” Therefore, electronic receipts are not considered applicable within the language of the law and our fuel oil industry is not permitted to modernize in the same manner as other utilities.  

Electronic billing reduces paper use and helps to reduce the nearly four billion trees cut down each year for the paper industry.  In addition to environmental benefits, electronic billing not only improves cash flow but also accelerates the billing process and can increase invoice accuracy.  Overall, electronic billing saves on costs, time and labor for all involved.

For these reasons, I plan to introduce legislation that will allow for the modernization of light fuel oil deliveries by permitting electronic delivery tickets upon customer consent.  This legislation would also allow a customer to continue to receive printed delivery tickets or return to printed delivery tickets after receiving electronic billing, without a fee being assessed.
