MEMORANDUM

Posted: November 15, 2023 10:24 AM
From: Representative Jared G. Solomon
To: All House members
Subject: Supporting first responders by modernizing our 911 emergency response system

The safety and security of our communities is government’s number one priority.

Over the past eight years, next generation 911 technologies have advanced at a quick pace and inflation has driven prices higher across the board. At the same time, our first responders, including law enforcement and 911 telecommunicators, have been pushed to respond to ever-changing and emerging threats. Our forward-looking 911 emergency communication services law has allowed for the consolidation of public safety answering points, the installation and connection of state-of-the-art infrastructure, and other innovative approaches that responsibly invest in and support our first responders as they protect and care for the public.

When anyone in our 67 counties places a 911 call, we need our first responders to be equipped with the best technology available. As the nature of emergency calls has changed—in the ways calls are placed, how they are routed, and the types of incidents that must be responded to—I have worked with our government, first responder, and industry partners to identify some needed changes to keep our momentum and our position as national leaders in the provision of 911 emergency services. To that end, I am introducing a bill to update the 911 law to reflect the realities of today and the goals of the future, allowing us to maintain a robust 911 system that supports first responders and delivers reliable and top-notch emergency services to all Pennsylvanians.

I hope you will join me in co-sponsoring this carefully crafted effort to ensure the safety of the public and those who provide for that safety.
