In the near future, I plan to introduce a Resolution urging the PA House of Representatives to recommit itself to conducting business in a manner that is transparent and open. On October 4th, the House Appropriations Committee met after 11:00 pm to consider far-reaching and substantial changes to our Election Code. Minutes prior to the meeting, Committee members were handed an amendment that significantly altered how our Commonwealth administers elections. Members were unable to fully review its content, consult with relevant stakeholder groups, or communicate with their constituents about the significant policy changes. Just before midnight, when most Pennsylvanians were sleeping, the House Appropriations Committee Chairman forced a vote on the substantial amendment against the numerous objections of members of the Committee. The House of Representatives should conduct business during reasonable hours of the day consistent with established House rules. The proceedings of our chamber should be visible to our citizens and public policy decisions should not be made under the cover of darkness. Additionally, legislators should be afforded sufficient time to thoughtfully engage with all legislative actions. Please join me in sponsoring this Resolution to ensure that the PA House of Representatives recommits itself to conducting business in a manner that is transparent and open. |
