Subject: Encouraging Master Metering for Multi-family Buildings
 
In the near future, I intend to introduce legislation to allow multifamily building owners provide whole community energy services through a master meter in order to better use new technologies to serve their tenants. Currently, most utility tariffs do not provide building owners with the ability to choose to install a master meter for each unit. Doing so will provide flexibility and convenience not only to building owners, but also to tenants who will still receive a bill based on their metered usage capped at what they would have paid their local utility.   Providing owners with greater visibility and manageability of whole property energy usage means they can invest in energy performing technologies for residents. 
 
My legislation would direct that the Public Utility Commission establish a program for master metering, when combined with energy services such as demand or efficiency technologies and to establish regulations to ensure certification and testing of meter systems. It will also ensure that rates are maintained in compliance with the existing Public Utility Code.
 
As new technologies in the energy market continue to emerge, it is critical that our regulatory structures keep pace to provide consumers with the greatest benefits. Ensuring that our public utilities allow for master metering is just one important way to do so.
