| Subject: | Dental Premium Transparency: Medical Loss Ratio Reporting |
| When it comes to medical plans, insurers are required by the Affordable Care Act to report its percentage of revenue from premiums spent on patient care versus administrative costs – known as medical loss ratio (MLR). However, insurers that offer dental plans in Pennsylvania are not required to report such information. My bill simply seeks to establish parity across medical and dental insurance providers in their reporting requirements. With parity comes accountability and transparency – a window into how dental patients’ premiums are spent by insurance providers. This legislation, called the Transparency of Patient Premiums Invested in Dental Care Act, simply requires dental insurers to report annually their MLR (the percentage of revenue from premiums spent on patient care) to the Pennsylvania Insurance Department. Such a law would enhance transparency for patients seeking oral health care and ensure a heightened level of accountability. Four other states have laws that require MLR transparency through a reporting requirement: Maine, Arizona, California, and Washington. Several other states have introduced bills this year. Oral health care – along with its accessibility and affordability – is as critically important as any other form of health care. This bill is one of many opportunities we have as policymakers to put patients first. |
