Subject: Requiring Mortgage Lenders to Maintain Foreclosed Properties
 
Growing numbers of foreclosed properties are creating safety hazards and other challenges for communities across the Commonwealth.  Often abandoned and vacant, these neglected properties fall into disrepair, becoming a blight on the community.  Municipalities have little recourse in holding mortgage lenders accountable in maintaining these properties. 
 
My legislation will amend the current definition of “owner” in Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statues to include mortgage lenders, currently excluded from foreclosed property maintenance requirements.  Making this change will assure that mortgage lenders are held to the same maintenance standards as other property owners.
 
Blighted properties cause safety hazards, devalue surrounding properties and create unsightly environments where crime can thrive.  Holding mortgage lenders accountable will help keep communities safe and blight-free.
 
Residents have a right to safe communities free from unsightly, neglected properties.  I urge you to join me in this effort by supporting this legislation.
