Subject: | Addressing the Delays to Beer and Malt Beverage Deliveries |
In recent years, there have been reports that Pennsylvania bars and taverns have been experiencing slow and limited deliveries of beer and malt beverages. The COVID-19 pandemic further magnified this issue, putting additional strain on family-owned business. According to a statewide membership survey by the Pennsylvania Licensed Beverage and Tavern Association (PLBTA), nearly 40 percent of PLBTA members surveyed had fewer delivery date options, nearly 20 percent had experienced delayed delivery of malt beverages from wholesale distributors, and more than 30 percent of members had run out of certain malt beverages and had to wait for a resupply. After working with those impacted by this issue, I will be introducing legislation to establish a monthly reporting requirement for wholesalers. These distributors with franchise agreements would be required to keep a record of instances where they fail to deliver products to bars and taverns in a reasonable time, and then self-report these instances to the Pennsylvania Liquor Control Board (PLCB) every month. This legislation will assist us in evaluating the impact that these delivery delays have on local taverns and restaurants and provide us with better information as we craft solutions to these problems.
