Subject: | Combating Deepfake Sexual Exploitation |
In the near future, I will be introducing legislation to combat sexual exploitation that results from “deepfake” technology being used to create pornographic images of individuals without their knowledge or consent. Recently, some pornographic websites have been involved with a practice of publishing realistic AI-generated sexual images of non-consenting adults, and, in some instances, children. This deepfake technology has enabled users to generate images that render it virtually impossible for viewers to discern whether the images depict real or computer-generated persons. Some predators have utilized the technology in schemes analogous to revenge porn, by publishing convincing – albeit artificial – pornographic images of women online for the sole purpose of causing shame, humiliation, and embarrassment. While the unauthorized dissemination of an intimate image is unlawful in this Commonwealth, it is far from clear whether the use of deepfake technology to disseminate an intimate image of an AI-generated, non-consenting person is prohibited. Accordingly, my legislation will make it clear that the use of deepfake technology to create pornographic images without another person’s consent is prohibited. My legislation will also prohibit the use of deepfake technology to create child pornography. Please join me in co-sponsoring this important piece of legislation. |
