Subject: | Incentivizing the Use of Low-Emission Transportation Fuels |
The Pennsylvania Department of Environmental Protection’s 2021 Greenhouse Gas Inventory Report states that the transportation sector accounts for 24 percent of the total greenhouse gas emissions in the Commonwealth. To help address this issue, we will be introducing two bills to incentivize the use of low-emission transportation fuels in Pennsylvania. The first bill would amend the Alternative Fuels Incentive Act, which established a grant and rebate program, to more fully incorporate low-emission transportation fuel sources within the program to provide more opportunities for residents, businesses, school districts, nonprofit organizations, municipal authorities, and political subdivisions to take advantage of the program. The second bill would amend the Biofuel Development and In-State Production Incentive Act Production Act to expand the use of low-emission transportation fuels to help biofuel producers comply with mandates under this act. The bill would utilize the existing and proven structure that includes benchmarks, which is trackable and familiar to industry participants. By advancing both pieces of legislation, we would have the opportunity to beneficially reuse animal manure, wastewater sludge, garbage, and food waste to create low-emission transportation fuels. These bills would help to make material reductions in methane and other emissions from the transportation sector while assisting farmers and industrial sectors, such as municipal wastewater treatment facilities.
