MEMORANDUM

Subject: Exempting At-Home Medical Tests from the Sales Tax

As we learned from the COVID-19 pandemic, greater availability of testing can help us be healthier as a society. Currently in Pennsylvania, diagnostic testing materials are subject to the sales tax, creating an additional barrier to diagnosis. These tests are vital to public health and should not be taxed when Pennsylvanians are trying to keep themselves and others healthy.

That is why I will be introducing legislation to exempt at-home medical test kits from the sales tax in Pennsylvania. Specifically, this will include at-home pregnancy tests, COVID-19 tests, and all other test kits and equipment used for the diagnosis, treatment, or monitoring of diseases or medical conditions. As legislators, it is our job to provide Pennsylvanians with as many tools as possible to live long, happy lives, and removing the sales tax from at-home medical tests is one more tool we can provide. This would allow more of us to protect the health of ourselves and those around us, all in the comfort of our own homes.

Please join me in supporting this important legislation that will strengthen our ability to ensure a healthy Pennsylvania.
