MEMORANDUM

Posted: March 9, 2023 11:22 AM
From: Representative Kristine C. Howard
To: All House members
Subject: Preventing Financial Exploitation

Domestic abuse is a scourge to be combated, and it is a multi-faceted problem that includes not only physical violence, but emotional abuse as well.  An additional, comparatively unrecognized, aspect common in abusive situations is financial exploitation.

While this form of abuse may be out of the public imagination, financial exploitation is a bitter reality for far too many people. From deception, intimidation, and undue influence over someone’s finances to actively causing financial dependence by interfering with employment or education, financial exploitation takes many forms.

Pennsylvania does offer fairly comprehensive protections from abuse, though our laws are woefully inadequate at addressing the menace of financial exploitation.

Therefore, I plan on introducing legislation that would widen protections from financial abuse. This legislation will protect countless families, older adults, and care-dependent persons from this nearly invisible ruination.

Please join me in setting an important precedent not only for Pennsylvania, but for the entire nation.

Introduced as HB838
