MEMORANDUM

Posted: March 1, 2023 09:58 AM
From: Representative Chris Pielli
To: All House members
Subject: Credit Report Protection

In 2017, the credit reporting agency, Equifax, announced a data breach that exposed the personal data of 147 million Americans, including 5,597,778 Pennsylvanians.  The breach exposed personal information such as payment histories, current credit, retired debt, previous addresses and contact information, and other sensitive information.  While Equifax was mandated to pay a settlement of $425 million to assist the people who were impacted by the breach, we need to do more to ensure Pennsylvanians have protections and are prepared if this happens again.

My bill will help protect individuals against future data breaches by providing credit report protections for consumers and by providing regulations for security freezes.  In addition, the bill will mandate credit reporting agencies to provide each consumer affected by a breach with credit monitoring services at no charge to the consumer for three years following the breach.  The bill will also provide safeguards for vulnerable populations and their caregivers who are sometimes targeted by identity thieves.

Data breaches are incredibly dangerous and expose the personal information of Pennsylvanians, leaving them vulnerable to ill-willed individuals.  We as the General Assembly must work to best protect our constituents from these bad actors.  Please join me in protecting Pennsylvanians from having their personal data exposed by co-sponsoring this bill.
