House Co-Sponsorship Memoranda

 

In 2020, Steve Sisolak, Governor of Nevada, directed the Nevada Division of Environmental Protection to develop and adopt a process that would provide for the establishment of low-emission vehicle (LEV) and zero-emission vehicle (ZEV) requirements for automakers. 
The intent of the initiative, known as Clean Cars Nevada, was to promote a more climate friendly future and provide consumers with greater choices when considering the purchase of a new vehicle. 
 
As elected officials, I feel it is prudent that we look into whether Pennsylvania would benefit from an initiative similar to Clean Cars Nevada. Therefore, I will be introducing a resolution that would direct the Joint State Government Commission to conduct a study on the feasibility of establishing an LEV and ZEV program in the Commonwealth and to issue a report of its findings and recommendations. 
  
As we know, fossil fuel-powered vehicles emit many health-threatening pollutants, such as benzene, carbon monoxide, formaldehyde, organic compounds, and nitrogen oxide, which are collectively linked to many adverse health effects. In addition, the emissions and particulate matter that these vehicles produce are harmful to the environment.  
  
The widespread use of LEVs and ZEVs would significantly reduce vehicle emissions and related pollution. In addition, a recent study that was conducted in conjunction with the development of Clean Cars Nevada found that, if purchased, the average consumer of an LEV or ZEV could expect to save $6,000 to $10,000 over the lifetime of the vehicle. Furthermore, the increased deployment and widespread use of LEVs and ZEVs would attract investments and create additional jobs relative to the installation and operation of charging stations and equipment for these vehicles.
