MEMORANDUM

To: All House members
Subject: Ensuring CHIP Coverage of Frenectomies

As of January, of this year, over 120,000 families in Pennsylvania are supported by CHIP – a state and federally funded program used to provide health insurance to low-income children. While this program has greatly benefited those who receive support, more must be done. Lip and tongue-ties, prevalent conditions that can affect a child’s eating and breathing, are easy to fix via a frenectomy and often do not require any anesthesia. However, regardless of how easy it is to correct, services aimed at curing lip and tongue-ties are not expressly covered by CHIP.

It is for this reason that I plan to introduce legislation to ensure such coverage in CHIP. My bill would expressly list frenectomies as a service required to be covered by all CHIP insurers and require dental providers who service CHIP enrollees to offer frenectomies as a service. By ensuring coverage, we guarantee quality health care services to those who need it most.

Please consider joining me and co-sponsor this legislation. Pennsylvania’s children deserve the best, and this legislation is the next step in providing just that.

Introduced as HB237
