Subject: Identification for Ammunition Purchases

Nineteen children are shot every day in the United States, and emergency rooms treat approximately 8,300 children for firearm-related injuries each year. Moreover, in 2020, 4,300 children and teens died as a result of a firearm. American children between the ages of five and 14 are 17 times more likely to be killed by a firearm than children in other industrialized countries. Furthermore, Black children are 10 times more likely than White children to be killed with a firearm. Current law prohibits ammunition from being sold to anyone who the seller has reasonable cause to believe is younger than 18 or 21 depending on the type of ammunition. However, sellers are not required to verify the buyer’s age by checking their identification. 
For this reason, I will be introducing legislation that would require all individuals to provide an official form of photographic identification with every purchase of firearm ammunition in Pennsylvania. This legislation would reinforce current law to ensure that firearm ammunition is not sold to underage children without infringing on any individual’s Second Amendment rights. 
Please join me in protecting our children from tragic firearm violence by co-sponsoring this much-needed legislation.
