House of Representatives
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: January 18, 2023 02:56 PM
From: Representative David H. Zimmerman
To: All House members
Subject: Electing Municipal Authority Board Members (former HB 1754, 2021-2022)

Currently, there are over 2,600 municipal authorities across the Commonwealth that manage and directly raise funds from our constituents. The governing bodies of municipal authorities can alter the authority’s rates or rules without having to go before the voters. Municipal authorities, which have the power to reach into our wallets, should not operate without voter oversight.

In the near future, I will be reintroducing legislation to provide for the election of municipal authority board members. Authorities incorporated by one municipality will have a board of five members. Authorities incorporated by two or more municipalities will have a board of at least five members. Three will be elected from the authority at large and one from each municipality that incorporated or joined.

Terms will be six years with one-third of the board up for election every municipal election.

I hope you will cosponsor this important piece of legislation to let the voters have oversight of their
municipal authorities.

Previous cosponsors of HB 1754 (2021-2022): Irvin, Hershey, Moul, O’Neal

Introduced as HB548
