Subject: Voter ID Statute
 
We will soon introduce legislation establishing- through statute- prudent and accessible voter identification standards for polling places in Pennsylvania. Voter ID is among the most popular election security measures, with polls showing large majorities of Americans in favor of the simple and common-sense requirement that voters present an ID at the polling place, just as we are asked to use identification in a variety of other and less important transactions in daily life. Enacting a straightforward voter ID requirement will help to restore Pennsylvanians' confidence in the integrity of our elections.
 
The bill will include provisions to ensure that the identification requirements are easily accessible to all qualified voters in Pennsylvania, including a requirement that all registered voters be sent a durable voter registration card, usable as a voter ID, with no action on their part.
 
We are proposing these changes through statute with a model that we believe will serve Pennsylvanians well- whether the currently-proposed constitutional amendment on this subject is enacted or not. With or without that amendment, it is our responsibility as the General Assembly to ensure that Pennsylvania’s elections are both secure and accessible to all qualified voters.
