Subject: Healthy Food in Underserved Communities
 
For too many Pennsylvanians, access to fresh and healthy food is out of reach. Without access to foods that form the basis of a healthy diet, people in underserved areas are more likely to suffer and die from diet-based ailments, such as diabetes and heart disease. In fact, approximately two million Pennsylvanians, including 500,000 children, live in an area that lacks a grocery store or market that offers healthy food choices.
 
In an effort to rectify this issue, I will be introducing legislation that would provide tax incentives to businesses that sell fresh and healthy food to relocate or establish new businesses in underserved areas around the Commonwealth. The incentives would come with the caveat that should a business leave an area within five years, it will be held responsible for paying back the money it received. Businesses choosing to establish themselves in these areas would receive the benefit of tax incentives and a motivated customer base, while the residents of these areas would receive access to the building blocks of a healthy diet that they need and desire.
