MEMORANDUM

Posted: December 30, 2022 03:35 PM
From: Representative Christopher M. Rabb and Rep. Danilo Burgos, Rep. Morgan Cephas, Rep. Johanny Cepeda-Freytiz, Rep. Malcolm Kenyatta, Rep. Benjamin V. Sanchez

Subject: Prohibiting Utility Reconnection Fees

Utility costs are becoming a larger and larger portion of Pennsylvanians’ budgets. Families are struggling to pay for housing and utilities and are on the precipice of a financial disaster. As utility prices continue to rise, thousands of these individuals and their loved ones are at even higher risk for utility shut-offs in addition to costly reconnection fees.

To address this issue, this forthcoming legislation (formerly HB 2920) would prohibit utility companies and municipal authorities from requiring reconnection fees for individuals with incomes below a certain financial threshold who were disconnected due to lack of payment. Public utilities and municipal authorities would then be able to work with the individual to create a payment plan to bring any outstanding bills current.

As legislators, we must ensure that our constituents are given every opportunity to thrive and protect their right to affordable and dependable living conditions.

Please join us in co-sponsoring this common sense legislation to keep vulnerable Pennsylvanians from being forced even further into utility debt.

Introduced as HB675
