MEMORANDUM

Posted: December 21, 2022 02:29 PM
From: Representative Christopher M. Rabb and Rep. Elizabeth Fiedler, Rep. G. Roni Green, Rep. Manuel Guzman, Jr., Rep. Carol Hill-Evans, Rep. Carol Kazeem, Rep. Joseph C. Hohenstein, Rep. Sara Innamorato, Rep. Emily Kinkead, Rep. Rick Krajewski, Rep. Napoleon J. Nelson, Rep. Danielle Friel Otten, Rep. Benjamin V. Sanchez, Rep. Ismail Smith-Wade-El, Rep. Joe Webster
To: All House members
Subject: Establishing a living wage that includes vulnerable members of the workforce

This legislation (formerly HB 15) seeks to amend the Minimum Wage Act of 1968 to increase the minimum wage over time, abolish the sub-minimum wage, protect the gratuities of workers from wage theft, and expand the universe of beneficiaries to include gig workers, incarcerated workers, and neurodivergent workers.

All work has dignity. And there is no excuse for allowing a poverty wage in our commonwealth.

Pennsylvania needs one fair wage as an equitable entry-point to our vibrant workforce.

Introduced as HB1135
