MEMORANDUM

Posted: December 20, 2022 11:02 AM
From: Representative Stephen Kinsey and Rep. Donna Bullock
To: All House members
Subject: Safe Schools Partnership Act

Schools are meant to be a safe space where children can learn and grow but, for some students, school can feel unsafe. Bullying has long been a problem for many students, but it requires even more attention now that it can be done online.

We must ensure that all students feel safe when they walk into school. Therefore, we are introducing legislation to establish the Safer Schools Partnership within the Office of the Attorney General, which would be dedicated to developing solutions to make our schools safer for all students with a focus on mitigating bullying and other criminal behaviors in schools.

The Partnership would be tasked with developing a model bully identification, prevention, and intervention plan for our schools to utilize. This legislation would also require schools to establish age-appropriate instruction in bullying identification, prevention, and intervention to students in kindergarten to twelfth grade, require schools to collect and report bullying incident data to the Department of Education, and direct the Department of Education to develop a student survey to assess school climate as well as the prevalence, nature, and severity of bullying and other criminal behaviors in our schools.

In order to ensure our students are set up for success in whatever path they may decide to take in life, we must provide them with a safe and supportive school environment. As students are the future of our society, this is our responsibility. Please join us in supporting this commonsense piece of legislation that will provide safe schools to all students in Pennsylvania.
