MEMORANDUM

Posted: December 19, 2022 01:50 PM
From: Representative Robert Freeman
To: All House members
Subject: Property Tax Circuit Breakers

In the near future, I will introduce legislation that would amend Pennsylvania’s Constitution to allow for property tax circuit breakers in Pennsylvania.

It seems that nearly every year property taxes go up and the bills get more difficult to pay for many families and especially older Pennsylvanians on a fixed income who are struggling to stay in their homes. Property tax “circuit breakers” protect taxpayers from a property tax “overload” just like an electric circuit breaker.  Specifically, my legislation will allow the General Assembly to establish standards and qualifications to exempt a taxpayer from the payment of the portion of real property tax levied by a local taxing authority that exceeds a percentage threshold amount of the household income of the taxpayer.

Please join me in co-sponsoring this legislation, as I firmly believe that this proposal will offer Pennsylvania homeowners much needed property tax relief and build fairness into the property tax system.

Introduced as HB656
