Subject: Concrete Inspection Standards
In the future, I plan on introducing legislation to require professional sampling and initial curing of concrete samples on commercial construction.

The intent of the testing is to assure that the concrete being used on commercial construction projects meets the required standard for quality and safety.

The legislation I am planning on introducing will clarify and designate the responsibilities of the Contractor and Owners Testing Agency (OTA) for casting concrete test specimens, and providing initial curing of concrete test specimens on commercial construction projects only.

The Contractor shall provide power and water, space for the initial curing apparatus, security, and timely access to the concrete samples for the use of the OTA. The OTA will provide the initial curing apparatus, conduct all sampling and testing, and monitor the initial curing of test specimens by an automated temperature measuring device capable of continuous measurement, recording, and reporting of concrete temperatures within the range and accuracy required.

The results of the initial curing temperatures shall be made available in real time to the contractor, building code official, concrete special inspector, licensed design professional (architect, engineer), and concrete supplier when requested.

This legislation would increase the certainty of test results relied upon by owners, licensed design professionals (architect, engineer), general contractors, construction managers, building codes officials, and contractors & materials suppliers to the benefit of the Commonwealth.
