According to the National Diaper Bank Network, there is a growing lack of access to diapers in communities across the nation as many families struggle economically. In fact, about one in every three families find it difficult to provide diapers for their children. And for seniors, many of whom are on fixed incomes, incontinence products could cost well over $1,000 per year. Access to a reliable supply of clean diapers is a necessity for the wellbeing of Pennsylvania's families. My legislation would establish a grant program to improve, enhance and expand access to clean diapers for infants, children and incontinent adults through outreach programs, volunteer training and fundraising assistance. Unfortunately, most public assistance resources do not allow families to purchase diapers with those funds. Therefore, diaper banks and similar community organizations are critical to providing essential materials to families in need. The Commonwealth has a compelling interest in protecting infants, children and incontinent adults from health problems and other issues associated with a lack of clean diapers. We have an important opportunity to help the organizations that are providing essential items to our most vulnerable populations. Please join me in closing Pennsylvania’s diaper gap. |
