MEMORANDUM

Posted: December 12, 2022 12:05 PM
From: Representative Donna Bullock
To: All House members
Subject: Law Enforcement Badge Visibility

Following the tragic and unjust killing of George Floyd by Minneapolis Police, protesters across the country witnessed law enforcement officers covering their badges with tape or bands, often obscuring their nameplates or badge numbers. Without this information, protesters subjected to excessive force or abuse were left with few, if any, options for holding the offending officers accountable for their actions.

My legislation would require law enforcement officers statewide to have their badge, with all pertinent identifiable information, visible at all times without exception. Having a badge in clear view, regardless of whether an officer is in uniform or not, would let Pennsylvanians identify officers who are engaged in unethical or illegal behavior, keeping their communities safe.

As legislators, it is our duty to identify and attempt to rectify problems that threaten the safety and security of our constituents and their communities. Please join me in supporting this commonsense legislation to join the country in holding law enforcement officers accountable.

Introduced as HB1399
