Subject: | Terminating Residential Leases for Older Adults and Individuals with Disabilities |
We all can agree we need to protect our most vulnerable populations, two of these groups are older adults and those with disabilities. Many times, these individuals must enter healthcare or other long-term care facilities because of deteriorating health conditions. Unfortunately, those who have residential leases, but need to move to receive proper care, cannot terminate the lease early under current law without large penalties. Families are stuck battling with landlords instead of taking care of their mothers, fathers, or even sons or daughters. My legislation would allow both older adults and individuals with disabilities to terminate a lease prior to its expiration – without penalty – during special circumstances when they are required to move or are placed in a licensed long-term care service provider due to medical reasons. In addition, this exception would be applicable when older adults or individuals with disabilities are required to move in with another individual for the purpose of receiving care from a home health care agency or older adult daily living center. This legislation would provide reasonable protection to landlords by requiring at least 60 days’ notice of lease termination. Please join me in sponsoring this legislation so we can protect older Pennsylvanians and Pennsylvanians with disabilities. We need to ensure they can receive the care they need and families can focus on the health of their family members, not battling to end a lease. |
