MEMORANDUM

Posted: December 6, 2022 04:22 PM
From: Representative Regina G. Young
To: All House members
Subject: Pennsylvania Teacher Loan Forgiveness Program

A lack of teachers, whether they be substitutes or full-time, presents a serious concern for Pennsylvania. Without enough qualified teachers available, students’ ability to learn is threatened. Moreover, studies show that a shortage of teachers not only harms students but the whole of the public education system as it makes it more difficult to build a solid reputation for teaching.

As a former educator, I know firsthand how important it is that we hire teachers who are dedicated and passionate about educating our students. To achieve this, however, we need our educators to know that they are appreciated for their hard work. I believe we must first make sure our teachers feel financially secure, which is why I am introducing legislation to establish the Pennsylvania Teacher Loan Forgiveness Program in the hopes that, by providing some financial relief to our teachers, we can fill in the rampant staffing gaps in our schools. Under my bill, qualifying teachers could receive up to $40,000 in loan forgiveness in exchange for serving in a Pennsylvania school for a minimum of four years.

Please join me in co-sponsoring legislation to encourage qualified and bright individuals to join an essential workforce and improve the quality of education of our students across the Commonwealth.

Introduced as HB143
