Subject: Domestic Violence and Sexual Assault Training for Cosmetologists, Nail Technicians, Estheticians, and Natural Hair Braiders (formerly HB 1132)
 
Victims of domestic violence and sexual assault often seek a neutral, friendly ear to confide in. When talking to family and friends is not an option, these individuals often turn to their salon professional, seen historically as a confidant. They may share deeply personal information or confess that they are in a potential life or death situation. Presently, no official procedures are in place for these professionals in handling such delicate matters. They may not know how best to address the situation or what steps to take.
 
We must take immediate action to provide these professionals with the resources needed to properly deal with these occurrences. Therefore, I am requiring cosmetologists, nail technicians, estheticians, and natural hair braiders to complete a one-hour training in domestic violence and sexual assault awareness as approved by the State Board of Cosmetology as part of the licensing and renewal process.
 
As public servants, it is our responsibility to stand up for our workers, ensuring that professionals in the Commonwealth are provided adequate training, and assuring these life-changing matters are handled immediately with compassion. Colleagues, please join me in supporting these professionals, and the people they serve, by co-sponsoring this legislation and providing them the means to act accordingly when faced with a potential life-saving decision.
