MEMORANDUM

Posted: December 1, 2022 03:19 PM
From: Representative Elizabeth Fiedler and Rep. Liz Hanbidge
To: All House members
Subject: No Pelvic Exams without Consent

Right now, patients who walk into the hospital for a procedure may not be aware of what happens while they are under anesthesia. It’s a shocking and disturbing realization for many people that medical students may perform a pelvic exam on a female patient who is under anesthesia for an unrelated procedure. The pelvic exam is done solely for medical students’ training purposes and not to ensure the health of the patient. The patient often has not given explicit consent and is entirely unaware of what is being done to her body while under anesthesia. We must protect patients' rights.

We have both heard from constituents who have serious concerns about the current situation. We plan to introduce legislation to ensure medical schools, teaching hospitals, and medical institutions receive explicit patient consent for all procedures and exams performed under anesthesia by medical students or for training purposes.

Please support patients by cosponsoring this legislation.
