There is no doubt we are living in a ‘brave new world’ filled with futuristic technology about which we have previously only dreamed. To meet the societal challenges associated with one category of information technology advances, in the near future I will be introducing legislation that will enable the responsible monitoring and governance of Artificial Intelligence technologies.   
 

Artificial Intelligence (AI) is algorithmic logic within information technology software that is often demonstrated by improving or learning based on inputs.  We all know these machines from the science fiction genre and in the real world of automated calls, voice or text prompts online.  These artificial intelligence programs are developed at an increasing rate to assist companies.   
 

AI may be useful for the growth and efficiency of business.  However, regulation of AI may also be needed to monitor and guide this growth within appropriate boundaries, and also to manage and minimize the risks. 
 

One of several risks of AI is that programs are being developed and used to impersonate humans, perhaps mimicking a recognizable voice with the capability to deceive our most vulnerable citizens.  
 

My legislation would create a registry of any firm creating software or with the intention to create software that contains algorithmic logic which improves overtime, i.e., artificial intelligence.  At a minimum, the registry would include the name of the company, physical address of the company, the IP address, type of code being used, and the intent of the software. 
 

Establishing this AI Registry will enable law enforcement and Pennsylvania citizens to know and respond should anything nefarious occur.
