Subject: Addressing a pay discrepancy within the Pennsylvania State Police
 
Over the past several years, a pay discrepancy has developed within the Pennsylvania State Police that discourages the appointment of an active Trooper as Commissioner. 

The salary of the Commissioner of the Pennsylvania State Police is set by the Public Official Compensation Law (Act 39 of 1983).  However, salaries of Troopers within the State Police are set by a collective bargaining agreement that is not bound by that act.  As a result, a high-ranking Trooper with substantial tenure would have to take a pay cut if appointed as Commissioner. Further, the salary of the Commissioner trails the salaries of comparable officials in neighboring states.

Under this legislation, the Public Official Compensation Law would be amended to categorize the Pennsylvania State Police as a large agency, which would increase the salary of the Commissioner to be comparable with other agencies with a similar staff size.
