| Currently, taxicabs in the city of Philadelphia can only be in use for eight years. This standard was set when vehicles had fewer safety devices and required much more maintenance. Now, automobile technology has extended the life of vehicles to where they are still viable well after eight years. In fact, Pennsylvania law permits vehicles used for transportation network companies to be used up to 15 years old. It is time we address this issue. My legislation would modernize the law for taxicabs in Philadelphia and allow a vehicle to be used past eight years, assuming it passes inspections and meets the Philadelphia Parking Authority’s (PPA) standards. After the first successful inspection, the PPA would conduct biannual inspections of the vehicle. If a taxicab does not meet PPA standards the driver will not be able to use the taxicab. With modern technology and proper maintenance, taxicabs can continue to be a safe mode of transportation for the public for well past eight years. We need to ensure that our laws reflect the modern reality that automobiles are lasting longer. Please join me and co-sponsor this bill. |
