Subject: | Allowing Liquor Licensees to Pick-Up Beer and Malt Beverages |
In recent years, there have been reports that Pennsylvania bars and taverns have been experiencing slow and limited deliveries of beer and malt beverages. The Coronavirus (COVID-19) pandemic further magnified this issue, putting additional strain on family-owned businesses. According to a statewide membership survey by the Pennsylvania Licensed Beverage and Tavern Association (PLBTA), nearly 40 percent of PLBTA members surveyed had fewer delivery date options, nearly 20 percent had experienced delayed delivery of malt beverages from distributors, and more than 30 percent of members had run out of certain malt beverages and had to wait for a resupply. Under current law, bar owners are only allowed to receive beer and malt beverages delivered from retail and importing distributors, and are prohibited from picking these products up in person. This is a problem unique to beers and malt beverages, as licensed bars, taverns, and clubs are already allowed to purchase and pick-up liquors at state stores for their own establishments. To address this issue, I will soon be introducing legislation to allow licensees of restaurants, hotels, taverns, and clubs to pick-up their orders of beer and malt beverages from distributors, and then deliver that supply to their own establishments.
