In the coming days, I plan to introduce legislation to simplify the process for career and technical instructors to obtain certification in Pennsylvania. States across the nation are experiencing a shortage of qualified teachers, and the field of career and technical education is no exception. Having been greatly exacerbated by the COVID-19 pandemic, this shortage has reached a crisis level. Simultaneously, employers in various disciplines of the skilled trades face a growing shortage of trained workers. Employers are unable to fill critical positions on plant floors and job sites across the Commonwealth. Addressing this issue begins with educating our students in the various areas of career and technical education, providing them the necessary skills and credentials to work in these important career fields, right here at home. This legislation will allow teachers holding a current career and technical instructional certificate issued by another state, along with four years wage-earning experience in the occupation to be taught and two years of teaching experience, to be issued an equivalent Pennsylvania career and technical instructional certificate. Removing existing barriers to out-of-state candidates will allow us to attract qualified instructors to Pennsylvania and begin addressing the shortage of career and technical instructors, while maintaining high standards for instructor preparation and certification.
