Subject: Town Hall Meetings for Constitutional Amendments
 
 
 

Proposed amendments to our state constitution must pass both chambers of the General Assembly in two consecutive legislative sessions and are ultimately decided upon by voters in the form of a ballot question.  In recent months, we have seen many constitutional amendments introduced in the General Assembly with little to no public comment or participation.  Our residents deserve to know that their voices are being heard, especially when changing the founding document of our state.
 
For this reason, I intend to introduce legislation to amend the Election Code to require that members of the General Assembly hold a meeting in their legislative district to allow for public comment on proposed constitutional amendments.  Meetings would be held after the Attorney General prepares a plain English statement on the proposed amendments and before voters decide on the amendment at the ballot box.  Meetings would be held in accordance with the Pennsylvania Sunshine Act – our open meetings law.
 
Democracy works best when all citizens participate.  This is an important step in ensuring that the people we represent are guaranteed this participation in amending the state constitution.  Please join me in co-sponsoring this good government reform.  Your consideration is greatly appreciated.
