Subject: Election Reform Package
 
Recent elections have made it clear that there are serious security and transparency failures in the administration of elections in Pennsylvania. While there are many aspects of our election system in need of reform, addressing these security and transparency flaws should be our first priority.

I will soon be introducing a package of legislation to focus specifically on restoring trust and reliability to our elections system.
 

Pennsylvanians deserve a fair, uniform, and secure system of elections. Please join me in cosponsoring this package of bills to restore trust to our vital democratic process.

Description: Bill #1
The ongoing uncertainty over the constitutionality of mail-in voting is damaging to the public’s trust in the legitimacy of each successive election. In response, I will be introducing a proposed constitutional amendment that would clarify the Constitution’s provisions on absentee voting, to allow Pennsylvania’s electors to decide whether we should return to a system where most voters participate in our democracy by voting at their polling place on Election Day.

This legislation would substantially amend the Pennsylvania Election Code, re-establishing Voter ID, eliminating mail-in voting by statute, prohibiting third-party funding of elections and balloting activities, clarifying the unlawful status of ‘drop-boxes,’ and requiring that all results be reconciled with the list of participating voters prior to the certification of any election.

This legislation would amend Title 25 to strengthen our voter registration process by requiring identity confirmation prior to registering, and resting the 30 day registration deadline before each election.
