MEMORANDUM

Posted: March 17, 2022 11:29 AM
From: Representative Angel Cruz
To: All House members
Subject: License to Operate a Government Vehicle

Public officials and employees must be properly licensed to operate a commonwealth motor vehicle and, in limited circumstances, are required to provide evidence of a valid driver’s license. After that, they bear no responsibility from year to year of proving that they have retained a valid driver’s license. Without routine checks for licensure, we not only risk endangering other drivers but risk exposing the Commonwealth to legal liability if an accident were to occur.

Therefore, I am proposing a measure to prevent operators of state-owned vehicles from continuing to drive with a suspended, revoked, or expired license. Under my bill, all public officials and employees who operate a government vehicle must annually provide proof of a valid driver’s license. By aligning government vehicle leasing procedures with Pennsylvania driving laws, this legislation will help keep suspended drivers and others who could pose significant risks to other drivers off the roads.

This is a long overdue administrative fix that could save lives and the Commonwealth money in avoidable vehicle repairs. Please consider signing on to this truly commonsense proposal.

Introduced as HB2474
