MEMORANDUM

Subject: Extending Forbes Avenue/Fern Hollow Bridge Disaster Declaration through February 18, 2023

Earlier this month, the legislature worked together to pass House Resolution 173. This important legislation extended the disaster emergency that Governor Wolf declared in response to the collapse of the Forbes Avenue/Fern Hollow Bridge through March 31, 2022.

Despite our work on House Resolution 173, government agencies working on this project have a long road ahead that will go far beyond this spring. In addition to those engaged in the cleanup and reconstruction process, the community, public transportation agencies, and school districts will also have to continue to adapt daily routines and commutes for at least the next year.

Governor Wolf has communicated that extending the disaster declaration through February 18, 2023, is essential to the progression of recovery efforts, the coordination with the City of Pittsburgh and federal agencies, and the security of emergency funds. As such, I plan to introduce a concurrent resolution authorizing this extension to ensure that our progress is not unnecessarily jeopardized.

We, the legislature, have work to do to signal to federal, state, and local partners that we are prepared to give them reliable and responsible support. Providing this extension into February 2023 will provide that support and also tell the community that we are doing everything in our power to erect a safer, more reliable bridge that their families can count on.

I hope you will join me in supporting this resolution which will help us confront the various obstacles we face in the restoration of the Fern Hollow Bridge.
