Subject: Property Taxes - Senior Citizens
 
In the near future, we intend to introduce a legislative package of two bills that will help ease the school property tax burden for senior citizens across Pennsylvania.

When it comes to rising school property tax rates, senior citizens are among the most vulnerable in our Commonwealth, considering that their income is generally fixed. This is why our legislation seeks to take additional measures to provide tangible relief to seniors, ensuring that they are not forced to choose between paying for food, medicine, or their property tax bill.

Introduced as HB2370

Description: The first bill would expand upon the already existing Property Tax Rent Rebate (PTRR) Program to provide for a property tax rebate of up to $5,000 for all seniors age 65 and older who have an annual household income of $60,000 or less.  Currently, this program limits seniors to a property tax rebate of $250 for annual household incomes of no more than $35,000.

Introduced as HB2368

Description: In order to fund the increased relief through the PTRR program, my second piece of legislation would increase the Sales and Use Tax (SUT) by one-half percent. Importantly, this legislation does not expand SUT to other items – all currently taxable items remain the same, and all revenues generated from the additionally one-half percent would be deposited in the newly established Senior Citizen Additional Property Tax Rebate Fund for the purpose of disbursing rebates to eligible senior citizens.
