Subject: Legislation - Municipal Separate Storm Sewer Systems (MS4) Funding
 
In the near future I intend to introduce legislation directing $300,000,000 from the American Rescue Plan Act of 2021 to assist our communities with addressing Municipal Separate Storm Sewer Systems (MS4) compliance.

MS4 costs have only increased as the federal mandate expands throughout the Commonwealth, and our communities need access to funds so as to not levy onerous “rain taxes” and MS4 fees on our constituents. Costs to comply with the Federal MS4 mandate have become far too burdensome for communities throughout PA, and the injection of these federal dollars directly into PA communities will enable the expensive sewer and stormwater infrastructure plans to come to fruition.

My legislation will create a Municipal Storm Water Assistance Program overseen by DEP that would provide direct funding towards counties, municipalities, and municipal authorities to plan and implement projects as required by the MS4 mandate. This funding is desperately needed by the communities that must comply with the MS4 mandate and their associated NPDES permits from DEP.
