Subject: Clarifying Title 75 Requirements on Producing Vehicle Titles
 
In the near future, I plan to introduce legislation based on recommendations from our Commonwealth’s scrap recyclers, who lack the guidance to continue their integral work as a part of Pennsylvania’s recycling industry due to obscure requirements in Title 75.

This legislation would clarify the amount of time that an authorized person, business, or entity salvaging or recycling a vehicle would have to produce the necessary paperwork to PennDOT. Currently, scrap recyclers and others are required to submit the necessary paperwork to PennDOT “immediately.” The term “immediately” is unclear.  My legislation would clarify that salvagers and recyclers have 30 days to present the proper paperwork to PennDOT.
