Subject: Legislation – Adding PA Career Fire Chiefs Association to the 911 Board
 
In the near future, I plan to introduce legislation to add the PA Career Fire Chiefs to the 911 Advisory Board within the PA Emergency Management Agency (PEMA).
Since 2015, PEMA has implemented the 911 law and utilized the 911 Advisory Board to accomplish a great deal, including the establishment of training standards, 911 call standards, quality assurance protocols, setting funding priorities, and preparing for NextGen 911.
Last Session, we enacted Act 17 of 2019, which added the following entities to the board as voting members:
  • State Fire Commissioner
  • Chairman of the State Geospatial Coordinating Board
The following were also added as non-voting members:

  • Ambulance Association of PA
  • PA Association of Council of Governments
Currently, the following fire service organizations are non-voting members of the board:

  • PA Professional Fire Fighters Association.
  • Firemen’s Association of PA
My legislation will add a group, which was very much a part of the SR 6 Commission that issued a report in 2018 outlining the needs along with recommendations to strengthen the fire and EMS delivery system in this Commonwealth.
I am proposing to add the PA Career Fire Chiefs Association to the 911 Advisory Board as a non-voting member.
