Subject: Appointing of Committee Chairs
 
In the near future I will be introducing a rule change that will give the Speaker and the Minority Leader more latitude in selecting committee chairs. Currently, seniority is the only factor in determining the members who may serve as committee chairs. Under this resolution, the Speaker and the Minority Leader may also consider the following when appointing chairs:
 
(1)  The interest of a member;
(2)  Prior professional or other experience of a member;
(3)  Legislative work in a particular committee or on particular issues or other factors that are relevant to the efficient and effective functioning of the committee.
 
The Bipartisan Management Committee shall create a standard operating procedure for the efficient and effective functioning of all standing committees.
