Subject: COVID-19 Antibody Testing Pilot Program (prior HB 2524, 2019-2020)
 
Shortly we will be introducing legislation to establish the COVID-19 Antibody Testing Pilot Program within the Department of Health.
 
Antibody tests are used to detect the presence of antibodies, which are specific proteins that our bodies make in response to infections. For the most part, antibodies are detected in people’s blood stream and are tested after someone becomes infected with a virus to determine their immune system’s response to the infection.
 
Our legislation would create the COVID-19 Antibody Testing Pilot Program within the Department of Health (DOH.) This program would allow employers within the Commonwealth to submit a COVID-19 antibody testing plan to the DOH. If their plan is approved, they would be eligible to participate in this program. Eligible providers would be required to submit necessary documentation detailing the expenses they incurred as a result of paying for COVID-19 antibody testing.
