Subject: A Just Transition for Pennsylvania
 
In the near future, Senator Muth and I will introduce legislation that establishes the Office of Just Transition, which will identify and assist workers and communities to prepare and shift to economically and environmentally sustainable industry in the case of a cornerstone job-supplier closing, automating, or otherwise depopulating a facility or industrial entity that will result in the displacement of a large number of workers in a community.

The people impacted by these closures are the experts who will be able to identify the realistic and achievable solutions to make a transition plan successful. Therefore, this office will empower those communities to be at the table to define the future they want.
Housed in the Pennsylvania Department of Labor and Industry, the Office of Just Transition will facilitate the creation of and support a Just Transition Board (JTB) charged with developing a Just Transition Plan (JTP).
 
The JTB will consist of people representing labor, grassroot organizations, government departments with related resources and other relevant stakeholders identified by the impacted communities. The JTP will include:
 
  • Benefits such as training or educational programs, childcare subsidies, transportation stipends, food stipends, housing or relocation assistance, healthcare and extended UC or training wages;
  • Grants to eligible entities, such as an economic development organization, apprenticeship program or municipality, that are focused on mitigating the fiscal impact on the local communities; and
  • Additional sources of funding, including tax credits, rebates, and innovative financing options available through federal, state, local and other sources.
    It’s time for Pennsylvania to move away from an unreliable, extractive economy to a regenerative economy, where communities thrive through dignified, productive and ecologically sustainable livelihoods and shared community leadership.  Workers and their families deserve both investments and protections from the industry permitted to operate in our communities and economic security.  Pennsylvania can be a state where the environment and public health are protected and a place of economic sustainability.
