In the near future, I intend to introduce legislation that will shift post-release parole and certain probation supervision responsibilities from the Parole Board to the Department of Corrections (Department) and merge various operations of Parole Board with the Department. This legislation is necessary as a result of the merger of the Department and Parole Board under a Memorandum of Understanding (MOU) executed in 2017. With the statutory consolidation of these agencies, we will increase savings and the efficiency in the operations of our state prisons and parole services. While some consolidation has occurred under the MOU, additional efficiencies cannot be fully realized without the enactment of this legislation. As many of the operations of the Department and Parole Board overlap, it makes sense to consolidate their responsibilities while continuing to allow the Parole Board to make independent decisions on the granting and revocation of parole. Please join me in co-sponsoring this legislation to better protect and serve our Commonwealth residents. |
