Subject: Civil Service Act Amendment (Former HB 1239)
 
I am re-introducing legislation that will amend our civil service employment law to remove prohibitions of political activity for civil service employees.

The civil service employment provisions of Title 71 ban most political activities of civil service employees. One of the most significant preventions is that civil service employees may not run for public office. My legislation will reinsert the existing prohibitions as permissible activities.

Of course, civil service employees should neither engage in political activity at work nor use the privilege of their employment with the Commonwealth to influence an election outcome. Under my bill, this restriction would remain in the law.

The federal Hatch Act was recently amended to permit state and local employees to run for public office as long as their salaries are not 100% federally funded. This legislation will adjust PA law to align more closely with federal law.
