MEMORANDUM

To: All House members
Subject: Tenant Protections during COVID-19

The COVID-19 pandemic has been a challenge for tenants across our Commonwealth. With many people experiencing unemployment and underemployment, paying rent has become more difficult. Fortunately, the Centers for Disease Control and Protection (CDC) has halted certain evictions until January 31, 2021. However, this protection alone does not go far enough to help working families in need. Tenants need more comprehensive protections to ensure they have a roof over their head and food on the table.

I plan on introducing legislation that would prevent landlords from increasing rent during the COVID-19 Disaster Emergency and put a six month freeze on rent after the COVID-19 Disaster Emergency has been rescinded. In doing so, tenants will have more time to cover their past payments while also being protected from unexpected increases in rent. This needed timeline will ensure that people have time to get back on their feet.

As legislators, we have a duty to protect hard-working families across our Commonwealth. I ask that you please co-sponsor this legislation so we can provide protection to the Pennsylvanians that need it the most.
