Subject: EITC/OSTC Update
 
One of Pennsylvania's premier school choice laws has been a bipartisan success in helping students  receive scholarships to attend schools of their choice.  The success of the EITC and OSTC programs have also provided its limitation.  Every year, we have wait lists for students desiring access to these popular school choice programs, as well as, businesses who are interested in supporting these important programs.

In light of this, this proposal will provide much needed updates to ensure we deliver crucial scholarships and eliminate the wait list.  Specifically this legislation will:
  •  Increase funding levels for EITC, OSTC, EIOs, Pre-K programs, and the Economically Disadvantaged Schools program.  Increases are benchmarked to previous two years waiting list amounts.
  •  Provide an automatic escalator for EITC, OSTC, EIOs, and Pre-K programs.
  •  Expand eligibility for OSTC from 15% of lowest performing schools to 20% of lowest performing school districts.
  •  Expand eligibility and scholarship amounts for Economically Disadvantaged Schools.
This legislation will ensure we continue to meet the needs of our school choice program.  I hope you will join me in supporting greater access for students to achieve academic success through school choice.
